Baltimore Police are making changes after last year’s club shooting which killed an officer. The changes went into effect March 1.
Officer William Torbit Jr. responded to a report of trouble at the Select Lounge in street clothes. Investigators say Torbit fired the bullet that killed a man in the crowd and was killed when uniformed officers fired, not recognizing him as a fellow officer.
Deputy Commissioner John Skinner says the biggest changes include restrictions on who can work in plain clothes.
